Talent Acquisition = high school NIL + transfer portal NIL. Your cap is the recruiting allotment you enter on My Hub — the game's Remaining ◆ plus any offers you already have attached. The league does not set a separate percentage; the number the game gives you is the number you have.

Retention, coaching staff and facilities sit outside the allotment entirely and are unrestricted. This is about the pool you pour into new talent, not a limit on what you may spend elsewhere.

Your Program Philosophy splits that allotment into a high-school target and a transfer-portal target: Developmental 80 / 20, Recruit & Retain 70 / 30, Balanced 60 / 40, Hybrid 50 / 50, Portal Program 33 / 67. The Dynasty Points ring on My Hub tracks your Remaining against every offer you have logged, any status, so the ring and your class page always agree.
