Recruit anywhere. There is no out-of-pipeline surcharge in this league — a recruit costs what the game says he costs, in your pipeline regions or a thousand miles outside them.

Pipelines decide who you can realistically land, not what he costs: a strong region is cheaper in recruiting hours and easier to close, and your program's pipeline strength is part of how the league rates you. Build the board you can actually win, then let your Program Philosophy settle the argument when high school and the portal want the same points.
